Similarities in 23 of the murders lead investigators to suspect the men were victims of a serial killer. The Task Force A task force made up of nine South Louisiana parish sheriffs offices, the Louisiana State Police and the FBI were formed in March 2005, to investigate the murders. Investigators knew the 23 victims were mostly homeless men, many who led high-risk lifestyles, which included drug use and prostitution. The victims had been asphyxiated or strangled, some raped and several were barefooted. The Arrest After receiving a tip, authorities armed with forensic evidence, arrested Ronald Dominique, 42, and charged him with the murder and rape of 19-year-old Manuel Reed and 27-year-old Oliver Lebanks. Just days before his arrest, Dominique had moved from his sisters home into the Bunkhouse shelter in Houma, LA. Residents of the home described Dominique as odd, but no one suspected he was a killer.​ Dominique Confesses to 23 Murders Soon after his arrest, Dominique confessed to murdering 23 southeast Louisiana men. His tactics in capturing, sometimes raping then murdering the men was simple. He would lure homeless men with the promise of sex in exchange for money. Sometimes he would tell the men he wanted to pay them to have sex with his wife and then show a picture of an attractive woman. Dominique was not married. Dominique then led the men to his home, asked to tie them up, then raped and eventually murdered the men to avoid arrest. In his statement to the police, Dominique said the men who refused to be tied up would leave his home unharmed. Such was the case with one unnamed man who reported the incident to the task force, a tip that eventually led to Dominiques arrest. Who Is Ronald Dominique? Ronald Dominique spent much of his youth in the small bayou community of Thibodaux, LA. Thibodaux sits between New Orleans and Baton Rouge and is the type of community where everyone knows a little about each other. He attended Thibodaux High School where he was in the glee club and sang in the chorus. Classmates who remember Dominique say he was ridiculed for being homosexual during his teen years, but at the time he never admitted he was gay. As he got older, he seemed to live in two worlds. There was the Dominique who was helpful to his neighbors in the small trailer parks where he lived. Then there was the Dominique who cross-dressed and did bad impersonations of Patti LaBelle at the local gay club. Neither world embraced  him, and among the gay community, many remember him as someone who was not particularly well liked. Through most of his adulthood, Dominique struggled financially and would end up living with his mother or other relatives. In the weeks before his arrest, he was living with his sister in a single-wide trailer. He was suffering from declining health, having been hospitalized for a severe heart condition and forced to use a cane to walk. Outwardly, there was side to Dominique who enjoyed helping people. He joined the Lions Club just months before his arrest and spent Sunday afternoons calling out Bingo numbers to senior citizens. According to Section 5C the person can be held to be negligent if the harm caused to another person was foreseeable by him, the harm caused was significant and a reasonable person would have taken more precautions in similar circumstances to avoid the injury. The court further determines whether a reasonable person would have taken more precautions in the same circumstances by analyzing the probability of the harm if proper precautions were not taken, the extent of seriousness in relation to the harm, the burden of taking care to prevent the risk of injury and the activitys social utility from which the risk of injury is created. Second Element: Breach of Duty of Care The duty of care is said to be breached when the person owing such duty fails to take reasonable care through an act or omission which causes injury to the plaintiff. The breach of duty of care can also be analyzed through the application of the objective test as provided by the case of Vaughan v Menlove(1837) 3 Bing. N.C. 467. According to the objective test the defendant has to satisfy the standard of a reasonable person in similar circumstance. In the case of Wilsher v Essex[1988] 1 AC 1074 the court ruled that if the defendant in question is a professional than the stated of reasonability would be determined according to the general practice of the profession. Third Element: Causation Causation is the final element which constitutes the tort of negligence. Causation in generally analyzed through the application of the but for test as provided by the case of Barnett v Chelsea Kensington Hospital[1969] 1 QB 428. According to this concept the cause of the harm is determined by analyzing that the harm would have been occurred or not if the act or omission was done or not by the defendant. The court of appeal found that the plaintiff had contributed towards the harm caused to him and reduced the penalty paid by the defendant by 20%. The concept of contributory negligence had been provided by the English case of Pennington v Norris (1956) where the court determined the damages paid to the plaintiff based on his own contribution to the injury. The concept of contributory negligence has been provided by the Civil Liability Act 2002 through Section 5R-5T. According to the section contributory negligence is determined by the application of the same principles which are used to determine negligence. The court can also reject the claim of negligence if it finds just and equitable to impose 100% contributory negligence on the plaintiff himself. In the case of Jackson v McDonalds Australia Ltd[2014] NSWCA 162 the court found that there had been a 70% contribution on the part of the plaintiff who was negligent in causing his own injury by ignoring a clear sign in relation the wet floor. Whereas the defendant were 30% liable as it failed to clean the spill immediately. Damages: Remoteness According the concept of Remoteness of damages the defendant is liable for all the damages caused to the plaintiff with respect to the injury if the injury caused to him was foreseeable. Not trying hard enough at school, being mean to my parents, making fun of people, being argumentative, and my road rage are just some The first flaw I listed is one that needs to be corrected very soon. Not trying very hard at school has been a very big problem for me lately. I think that my hectic schedules of work and extra curricular activities plays a large part in this. I always seem to do just well enough to get A's and B's. I never study for tests, and when I do my homework, I usually fly through it as fast as I can. I think that setting out more time to study and do my homework correctly would be a good start at correcting this flaw of mine. I could also try to stop making fun of people all of the time. I don't do this on purpose, it's just that I like to be the class clown and crack jokes a lot. According to the lower poverty line the estate sector has fared marginally better than the rural sector, and according to the higher poverty line the reverse is the case. In terms of social indicators, such as housing facilities, access to education and health services, access to safe drinking water, safe sanitation and electricity, infant mortality rate, and malnutrition, the estate sector, may be worse off than the rural sector. Poverty in rural areas is the result of the less income and in equality of the distribution of the income way. The above mentioned fact are the discourage features for the student to attain the school. They decide the education of the child. The primary children reminiscent of the colours mainly dark colours. The colour of the walls by those dark colours and decorate the walls by their creations in English and hold the completion, and teach the good habits in English, and let them to speak not only for the 45 minutes but also for as long as the teacher can, are the way for supporting to them in learning of the English. A number of high profile organisations have been subjected to great reputational damage resulting from a proliferation of personal information breaches (Protecting Personal Information, 2010). Organisations have made substantial use of their customer's personal information without doing much to protect the information. Organisation's collecting personal information have had little impetus to consider the best privacy protection solutions and people have not done anything drastic to initiate such action (Loss of privacy is price one pays to live in online world, 2011). It may take strong government regulation to propel organisations in this direction (Loss of privacy is price one pays to live in online world, 2011) leading to the pending implementation of the Protection of Personal Information Bill (POPI) (POPI: Threat or opportunity, 2010:22) in South Africa. The POPI Bill will address the right to privacy enforcing stringent measures on all public and private entities in South Africa to ensure that the personal information of individuals is protected. The Law Commission’s findings revealed that privacy laws are lacking in South Africa, despite the fact that the right to privacy is enshrined in the Constitution (Theophanides, 2010). POPI will pave the way for the constitutional right to privacy and will regulate the manner whereby personal information is processed providing individuals with the authority to protect their personal information (Theophanides, 2010). To prepare for POPI compliance, organisations will have to initiate an organisation-wide privacy protection programme. A very interesting market development has been the rise of a privacy GRC (Governance, Risk and Compliance) market niche (Kim, 2010). The three keywords, Governance, Risk and Compliance that emanate from this current context are commensurate with GRC, one of the latest acronyms to embrace the financial world (Conte, 2007:62). This acronym GRC has infiltrated the business community over the last years (Racz et al., 2010a:106) and is an executive-level concern of many enterprises today (Krey et al., 2011:350). GRC is an integrated approach overseeing people, processes and technology in order to deliver stakeholder value while managing risk and complying with regulations and laws (Anand, 2010:57). Many organizations get their first experience of a GRC program when they begin to implement a privacy program because privacy is an enterprise issue that spans legal, IT, compliance and business operations (Privacy and GRC: What the New Ponemon Study and the GAPP is Telling us, 2011). The POPI Bill is not exclusively an IT or legal or a process or security issue but a combination of all of these (POPI: Threat or opportunity, 2010:22). Second Foundation Prologue

The First Galactic Empire had endured for tens of thousands of years. It had included all the planets of the Galaxy in a centralized rule, sometimes tyrannical, sometimes benevolent, always orderly. Human beings had forgotten that any other form of existence could be. All except Hari Seldon. Hari Seldon was the last great scientist of the First Empire. It was he who brought the science of psycho-history to its full development. Psycho-history was the quintessence of sociology, it was the science of human behavior reduced to mathematical equations. The individual human being is unpredictable, but the reactions of human mobs, Seldon found, could be treated statistically. The larger the mob, the greater the accuracy that could be achieved. And the size of the human masses that Seldon worked with was no less than the population of the Galaxy which in his time was numbered in the quintillions. It was Seldon, then, who foresaw, against all common sense and popular belief, that the brilliant Empire which seemed so strong was in a state of irremediable decay and decline. He foresaw (or he solved his equations and interpreted its symbols, which amounts to the same thing) that left to itself, the Galaxy would pass through a thirty thousand year period of misery and anarchy before a unified government would rise once more. He set about to remedy the situation, to bring about a state of affairs that would restore peace and civilization in a single thousand of years. Carefully, he set up two colonies of scientists that he called â€Å"Foundations.† With deliberate intention, he set them up â€Å"at opposite ends of the Galaxy.† One Foundation was set up in the full daylight of publicity. The existence of the other, the Second Foundation, was drowned in silence. In Foundation (Gnome, 1951) and Foundation and Empire (Gnome, 1952) are told the first three centuries of the history of the First Foundation. It began as a small community of Encyclopedists lost in the emptiness of the outer periphery of the Galaxy. Periodically, it faced a crisis in which the variables of human intercourse, of the social and economic currents of the time constricted about it. Its freedom to move lay along only one certain line and when it moved in that direction, a new horizon of development opened before it. All had been planned by Hari Seldon, long dead now. The First Foundation, with its superior science, took over the barbarized planets that surrounded it. It faced the anarchic Warlords that broke away from the dying Empire and beat them. It faced the remnant of the Empire itself under its last strong Emperor and its last strong General and beat it. Then it faced something which Hari Seldon could not foresee, the overwhelming power of a single human being, a Mutant. The creature known as the Mule was born with the ability to mold men's emotions and to shape their minds. His bitterest opponents were made into his devoted servants. Armies could not, would not fight him. Before him, the First Foundation fell and Seldon's schemes lay partly in ruins. There was left the mysterious Second Foundation, the goal of all searches. The Mule must find it to make his conquest of the Galaxy complete. The faithful of what was left of the First Foundation must find it for quite another reason. But where was it? That no one knew. This, then, is the story of the search for the Second Foundation!
